Herd Name: Luscia (because honestly I didn't know what to call it XD) 
Government: Loosely resembles a Republic with the ship Captain acting as representatives and five of the most powerful Captains holding the power to make decisions and judgments. But other than that the captains can act as they please in accordance with the Pirate Code. 

This is a nation of Rouges, of course they are going to name their secret island after their favorite beverage. Rum Island provides a safe harbor for ships and a lush jungle to stash treasure. Inland a rough city made up of wood, canvas and caves serves as the main hub for the pirates. The island also sports a brothel, trading market and a tavern. Basically it is a pirate's paradise. 

The blue sinkhole at the center of the island plunges to unknown depths and is home to many rare and fantastic sea life. When a pirate ship has become unseaworthy or repairable it is a highly desired honor for the ships captain to sail the old ship over the drop and sink her. Allowing the ship to vanish into the depths of the sink hole and be considered and offering to their patron goddess. 

The waters around the island are inhabited by Lusca which are what you would get if you mashed a shark and an octopus together. They are top predators and some have been known to get very large. (Also I had no idea these were a thing until today. I am very happy they are.) 

The herd's patron goddess is Qalupalik (I based her off of an mythological Inuit creature by the same name) 
She is incredibly changeable like the sea and ought to be treated with the utmost respect. She enjoys being worshiped and will gladly accept offerings and even return the favor. Some of the more extreme Pirate captains will even sacrifice slaves on occasion so they many have profitable travels and good winds. She prefers to dwell at the bottom of the ocean amid shipwrecks. 

Some of the blessings she could bestow include: 
Immaterializatize: Allows for ones body to lose its material shape and density. Their body becomes water or sea foam and can scatter and reform at will. 
Pressure Resistance: Not only can one breath underwater, but also not matter how deep they go the crushing pressure of the ocean will not harm them.
Ice Touch: The ability to produce ice and freeze water, can also be used to freeze other liquid substances such as blood. 
Treasure detector: The gift that allows one to be able to sense when something of value is nearby. And some can even sense what the object is made of.
